The Department of Revenue, Government of Goa, on October 1, 2025, notified the Goa Land Revenue (Disposal of Government Lands) (Amendment) Rules, 2025, following consideration of public objections and suggestions to the draft rules prepublished on September 12, 2025. The amendment provides for payment of a fee of Rs. 100 for applications under section 38A, prescribes the format of applications (Form XXIII) for regularization of unauthorized constructions on government land, and inserts procedures for issuance of public notices to invite objections before granting land occupancy.
The rules specify terms and conditions for grant of land under section 38A, including use of land solely for dwelling purposes, restrictions on sale or transfer for 20 years, consequences for breach of conditions, and penalties for false declarations. Additionally, new forms (XXIII and XXIV) were introduced for application and affidavit, detailing applicant, encroacher, and property information, residence requirements, and documentation for verification.
The Government also issued an order specifying occupancy price rates for regularization based on the date of construction of dwelling houses, ranging from Rs. 25 per sq. m for pre-1972 constructions to the minimum land rate for constructions between 2001–2014. The rules come into force on the commencement of the Goa Land Revenue Code (Amendment) Act, 2025.
